Após uma longa troca de emails com o GOC (https://ticket.grid.iu.edu/goc/11987) e com a ajuda da Tayna, o problema foi resolvido.
Foi necessário incluir "log_directory = /var/torque/server_priv/accounting/" em /etc/osg/config.d/20-pbs.ini, para que o caminho dos logs fosse corretamente configurado em /etc/gratia/pbs-lsf/urCollector.conf.
(depois rodar osg-configure)

Essa correção está errada!
Existe um bug no VDT, e a variável log_directory precisa apontar para o /var/torque/server_logs/, por causa do SEG.
É necessário editar manualmente o arquivo /etc/gratia/pbs-lsf/urCollector.conf: pbsAcctLogDir = "/var/torque/server_priv/accounting".

Ainda no arquivo /etc/osg/config.d/20-pbs.ini, foi configurado:
;home = /usr
pbs_location = /usr
seg_enabled = True
Depois segui as instruções do Gabriel:
osg-configure -v
osg-configure -c
e alterar manualmente o arquivo /etc/gratia/pbs-lsf/urCollector.conf: pbsAcctLogDir = "/var/torque/server_priv/accounting
Rodei o rsv-control --run --host ce.spo.grid.unesp.br org.osg.gratia.metric org.osg.gratia.pbs
Agora tudo verde em :
http://ce.spo.grid.unesp.br/rsv/
